After over 34 years of experience and training in Public Safety/Law Enforcement, starting as a "Floor Officer" (Jailer) in a 63 bed linear Jail, to becoming a Deputy in the Patrol Division to being the Administrator for over two decades of the largest, Direct Supervision, Jail in the State of Montana, I've found that I've gained a unique understanding, knowledge and professional perspective to every facet of Jails and Detention Facilities operations and functions.

 

Since 1992, I have been requested and retained as an Expert Witness in dozens of Jail related Civil cases across the State of Montana.I have testified and been declared an "Expert" in Jail operations in both State and Federal Courts.

 

Since retiring December of 2012, I have continued to work with agencies and jurisdictions on civil cases dealing with Jails operations and conditions.  I have also headed a project to establish a statewide Jail Standards Peer Review system for the Jails in the State of Montana.
